Recognition of non-formal and informal learning is becoming a top priority on the policy agenda
in many OECD countries. In 1996, the OECD education ministers agreed to develop strategies for “lifelong
learning for all”. The approach has been endorsed by ministers of Work, ministers of social affairs and the
OECD Council at the ministerial level. It is an approach whose importance may now be clearer than ever.
Learning is a continuous process that takes place throughout life and in many settings.
