This case study is drawn from the OECD 2006-2007 report and is written in the form of a ‘note’ from a person finishing training as a counsellor for the NVQ for social home care worker, to a friend thinking of qualifying in that field. The CS reports that the qualification attracts women mainly, who do not have a high level of formal education but VET 2 who have experience in the care sector. The NVQ qualification therefore enables them to find work and in this way, according to the CS, improves the economic prospects for the country. It also explains how the short training, and therefore the low cost, is an added attraction for people to engage with this training and qualification.
